Urban Decay Electric Empire 24/7 Glide-On Eye Pencil (Eyeliner) ($22.00 for 0.04 oz.) is a rich, blue-teal base with cooler gold and green micro-glitter and sparkle. It was glittery, though it seemed slightly tempered by slightly finer particles, but it's not something I'd wear comfortably on my water line (I tried; it went poorly--it didn't seem THAT sparkly initially). There was enough particles i the liner that I could feel a bit of texture as it glided across my lower lash line without tugging. It had good color payoff that was buildable to full coverage with a second pass. It stayed on well for 10 hours with minimal fading/thinning on me, and I didn't notice migration/movement from the glitter.
