L'Oreal Cobalt Blue (250) is a very cool-toned, dark blue with a satin finish. It is a permanent eyeliner that retails for $8.99 and contains 0.03 oz.

Editor's Review

L'Oreal Cobalt Blue (250) Infallible Silkissime Eyeliner ($8.99 for 0.03 oz.) is a brightened, medium-dark blue with a satin finish. It had good color payoff in one pass, and it was buildable to fully opaque in about a layer and a half. The consistency is creamy, easy to apply, and the product wore well for ten hours before starting to thin and fade. NARS Most Wanted (LE, $24.00) is more muted, lighter. Sephora Collection My Boyfriend’s Jeans (P, $9.00) is more shimmery. Urban Decay Chaos (P, $19.00) is lighter. See comparison swatches/ view dupes.

I can't just say how much I LOVE, LOVE, LOVE these eyeliner's. I am a contact wearer & my eyes lean toward being watery. I have bought from the lowest of the low to the highest of high end "waterproof" eyeliners' only for it to disappear before I have even finished my makeup. I gave up. About 1 year ago, I was in Ulta and they were running their buy one get 50% off. I saw they had these new Milani "Liquid Eye" liquid-like eye liner pencil. Then just a few steps over was these Silkissime Eyeliner's. I decided to get both. I ended up trying out Milani's 1st and by the time I got home it was still exactly in the same place and that was hours after rubbing my eyes non-stop! So the very next day I tried 2 of the Silkissime's. I used the black one and the illuminated one. Again, after several hours of eye rubbing (allergies) I get home and my eyeliner is pretty much all that's left of my makeup. The only reason I mentioned the Milani one's is because if you tried the Silkissime's and was disappointed with just a few quirks they have, for example, it is a very creamy liner and it makes for some difficulty to sharpen, I just put mine in the freezer for a bit and then sharpen. Another quirk is that you have to apply the Silkissime's VERY carefully, or before you know it, you have only have 1/2 a pencil left because the tip broke off. Last of all, the Silkissime's cost $10.99/each which I think is pretty high for drugstore. There is just so much good that it out weights the bad. I have worked the "quirks" out for me and to get around the cost, I just wait for the sale and buy 2 of all the color's I use!!
