Charlotte Tilbury Celestial Eyes Eyeshadow Quad ($53.00 for 0.18 oz.) is a new, limited edition Palette of Pops, which means that all four shades are the Pop finish--sparkly, more emollient--seen in the original range of quads. If you're normally a fan of the brand's Pop finish, then I'd expect that this quad will perform just fine.
They are best worked with using a dampened brush, which gives more precise application, better coverage and adhesion, and minimizes fallout. They can be used with a dry brush or fingertip, too, but I find fingertips can sometimes absorb the slip of the formula and be trickier when transferring actual color and sparkle from fingertip to the lid.
