The formula is described as "blendable and buildable" with six shades available that can be applied using "fingers, brush, or [a] blender." They even go on to say that it "layers well with foundation" and has a "juicy/dewy finish" that is "long-lasting." The consistency was very fluid, which resulted in sheerer coverage, as marketed, that was somewhat buildable but looked more like a tint of color overall.
That texture was harder to work with using base products as it had a tendency to lift them up/move them around to a mild to moderate degree. I preferred applying a bit of product to the back of my hand and then using a synthetic highlighter or blush brush to swirl and tap the product onto my cheeks, as this yielded more consistent, even, and least-disruptive results over foundation.
It doesn't dry down, and it retains a very glossy, dewy finish, which seemed in line with how it was marketed. I did not find it was tacky to the touch, but it was emollient, so it could easily get smeared/moved around while worn. Inside, at my desk, where there were no stray winds blowing, they lasted around six hours before migrating/diffusing further.
As long as shorter wear time isn't a deal-breaker, I could see this product being loved by someone who doesn't typically wear base products or wears tinted moisturizers or does spot concealing only.

C-. On a report card, that grade would be accompanied by the comment “needs to try harder”, which does seem to be the case with this blush. Pretty colour but that propensity for lifting base products, coupled with such a short wear time – no thanks!
SLP/LD resource report card comment: Poor Listening Skills. That’s true of UD in general.
“C-. Cara could easily be an A student if she applied herself”…..I heard was written in other kids’ report cards 🙈
Oh. That’s disappointing. 🙁
“Doesn’t dry down” so what, they made wet paint? Why does Urban Decay insist on putting the ‘rage’ in average?
Just imagining myself standing outside on a 105°+ Arizona day waiting for a bus and my hair sticking to my face or worse, it melting down my face! Eewww!
I get the vision of me trying to keep my hair away from my face, failing, of course, ending up with pink hair (I’d like that idea) and striped cheeks. Not pretty! 😛
I need my cheek products to dry down, it’s enough removing strands of hair from the lips when/if I use a tackier lip product.
Yes, it’s often windy where I live.
It looks a little too wet on the cheeks for my liking and tends to show up your skin texture. A C rating is not quite good enough for me.
