Wayne Goss Blue Sapphire Eye Kohl Pencil ($14.00 for 0.04 oz.) is a darker, navy blue with strong, cool undertones and a flat, matte finish. It had medium pigmentation in a single layer, which built up better in practice (on my lower lash line) than it did on my skin (where it just pushed around product and looked like a travesty).
The pencil has a firmer, stiffer feel to it, which reacts better with the waterline (with some of that wateriness) than the lower lash line or skin (like my arm). It tugs and pulls slightly, and it tickled my waterline, personally. It settled into every fine line, despite smudging it a few times as it "set," flaked, and transferred to my upper water line within four hours of wear.
