Urban Decay Legend 24/7 Waterline Eye Pencil ($20.00 for 0.04 oz.) is a new, permanent formula designed to yield "waterproof color" for use on the waterline that is "even creamier" than their original eye pencils. I had so many issues wearing these, and I have tried them over the last few months. These smudge within an hour and have horrific migration (as if I had sobbed for an hour and all my mascara ran!) within four hours. They just don't stay at all on the waterline or the lash line. The texture is drier, stiffer, and definitely not creamier than their original range (which is waxier to me--they glide better). The pigmentation varied from shade to shade. It was difficult to apply even color on the lower lash line or waterline, and the formula would not last at all.
