ColourPop Sweet Talk 12-Pan Makeup Palette ($18.00 for 0.4 oz.) is a new palette that contains nine eyeshadows, two Pressed Glitters, and one Pressed Pigment. The eyeshadows were actually not quite up to snuff--they were a little more powdery, little drier to the touch, and some had more fallout or sheered out when applied; normally, I find ColourPop's formula to be consistently high in quality with a few exceptions. By no means were the eyeshadows bad, just when you're used to more A-level quality, B-level is a surprise.
The Pressed Glitters and Pressed Pigment are "not intended for use in the immediate eye area." I couldn't find the warning on the palette or its exterior packaging, just on ColourPop's website in the ingredients' list. I'd really love brands to be clearer or help us as consumers understand the nuances of this designation--knowing that it is approved in other countries is useful to know. CIR issued a final assessment regarding the use of Polyethylene Terephthalate (PET) in cosmetics here and here the listing for Polyethylene Terephthalate (PET), what ColourPop is using, in the EU's CosIng database. Fellow beauty blogger Phyrra did a deeper dive trying to figure out the status of glitter in the US by contacting the FDA in 2012, who effectively stated they were using only discretionary enforcement for "a period of time," seemingly to allow products to be on the market with glitter without taking action. If anyone has more informative links for regulation, I'd love to look into it further (I tried but did not find much that was useful).
