City Lights #4 is a light-medium, taupe with subtle, warm undertones and a frosted sheen. It had good color coverage, though it was not quite opaque, that was buildable to opaque coverage in two layers. The texture was a little dusty in the pan but it blended out well and did not appear dry or dusty on the lid. I did find that the undertone of this shade seemed to clash a bit against the warmer tones of the second and third shades in the quad. It lasted well for eight hours on me.
