Mented Cosmetics Out of Office Bronzer ($22.00 for 0.35 oz.) is a deep brown with subtle, cool red undertones and a matte finish. It was richly pigmented where a little went a long way, though the powder itself wasn’t overly powdery, so it could be used with a lighter hand or less-dense brush for more buildable application if desired.
The consistency was soft, slightly drier, which made it harder to apply. It was more reactive to natural oils on the skin, too. As this is a shade for bronzing on very deep complexions, some of the issues I had blending it out and clinging to dryness, settling into my skin, etc. should be less visible as the color of the bronzer approaches the color of one’s complexion. The way the powder sat on my skin was an issue I experienced across all the shades in the range, including the lighter ones–very much reminded me of what I experienced with Charlotte Tilbury’s Airbrush Bronzers (which some really seem to love, so while true of all products, your mileage may definitely vary!). This shade showed signs of fading after seven and a half hours of wear.

Formula Overview

The formula is supposed to be "rich in pigment" and "effortlessly blendable." The pigmentation was typically semi-opaque to opaque, and if not full coverage, certainly buildable to get there. The texture felt soft, finely-milled, and wasn't too powdery (nor too firmly pressed into the pan), but there was some dryness there.
On my slightly drier skin (at least, at the time of testing), the formula wasn't as blendable or as flattering to wear as it seemed to emphasize dryness. The formula was easiest to apply and blend out over a more luminous base that was lightly set with translucent powder, but it wasn't ideal over a more matte foundation or over my bare skin. The bronzers lasted seven to eight hours on my skin before showing fading.

You’re correct that this will very likely work very well on truly rich skintones, especially if one uses a matte foundation or a foundation set with powder before applying this particular formula. Something I suspect that most who use bronzers, highlighters and contouring products usually do first anyway.
I love this. I’ve been using it for months. I’m a fair with neutral/cool undertones and this is perfect as contour or super light handed bronzer. It works because it doesn’t fight my coloring but rather enhances it in the most natural way. The slight red just makes it more natural. I’ve bought a backup because I’ve hit pan. Great great product !
