The formula is supposed to have "full payoff" with a "soft, creamy glide" that is waterproof. The brand does make the claim that they are "[l]ongwearing and smudge free, with no transfer properties for 24 hour perfection. The shades initially released were pigmented--mostly opaque to fully opaque in a single stroke--and had very smooth, creamy consistencies that took longer to dry down.
The benefit of a longer dry down was that they were very easy to apply, blend, and smudge as desired. I found that with some foundations, like more luminous ones, the eyeliner could spread a bit as it was drying down so I had go back in and soften the edge.
