How smoothly it goes on and how much control I have over how thick, thin, precise, or smudgy I want the line to be.
If it tugs! And then does it end up a gooey mess in my hoods.
Smoothness without skipping or looking messy (as in, bleeding into any little fine lines that are invisible otherwise), great opacity, and it needs to be super waterproof/tear-proof! Oh, and no flaking off, either.

Mostly how easy it is to hold and apply. I have zero talent at eyeliners.
Pencil – opacity, creaminess or lack thereof, and whether it transfers into my crease. Liquid — brush, if I have an allergic reaction, and opacity.
I don’t own many eyeliners, but if I was purchasing a new one – I would definitely want one that was creamy, so that it glided across my eyelid without any tugging. I would want it to deliver the shade colour evenly across my lid and allow me to blend it before it set.
