Most overrated: UD 24/7 pencils. While they may come in a lot of colors, tr shimmer/glitter in them feels really scratchy on my skin.
Most underrated: Sephora Flashy Liners are amazing! They are super smooth, truly waterproof and are only $8!

 @cristiramirez Agree! I find the UD 24/7 Overrated and contrary to Christine’s comment, I find NARS Original Pencil Eyeliners (especially in Black Moon) underrated. 

Overrated: UD 24/7 – they’re nice, but they aren’t as exceptional as people say they are! Plenty of other eyeliners are just as creamy, smooth, and even longer-lasting.
Underrated: Prestige Total Intensity eyeliners. These are AMAZING – they are super creamy and smooth, last so well – on me, they last much better than UD 24/7s and Milani Liquif’eyes.

Overrated: Milani Liquifye Eyeliner (Pigmented but does not last on my waterline!)
Underrated: Clinique Quick Liner For Eyes (Long lasting and comes in quite a few colors)

Overrated: Urban Decay 24/7 (not just because I’m upset with the brand, I always though this)
Undrrerated: NYX Slide on pencils. Also BUXOM pencils, both the chunky smokey ones and regular.

Most overrated: UD 24/7 pencils. They run on me by the end of the day. Most underrated: Annabelle Smudgeliner (a Canadian brand).

underrated: Estee Lauder double wear. they are amazing. the best I have tried so far. better then the new one from Nars, UD, or YSL waterproof etc (they are all not bad too.)

Most overrated: MAC eye pencils – too dry and tugs my sensitive skin too much
Most underrated: Milani liquif’eye Liners! – as much amazingly smooth as UD 24/7 pencils 🙂 Under $8!

Overrated: Urban Decay 24/7 – most of them are too sheer and don’t stay on well
Underrated: MAC Pearlglide – wonderful texture, saturated colors, and they don’t smudge or transfer

 @AmazonSF I second Pearlglide being underrated. I just discovered these pencils about two months ago. They are smooth and creamy, yet manage to last all day. I love Lord it Up. Such a great color for the summer. 

Most Overrated: Bad Gal waterproof eyeliner by benefit…. I use it yet because it’s waterproof i struggle to put it on my top lashline… its drier than normal and it takes a good while to get it off (which is why i usually use non-waterproof eye liner) i’m thinking of replacing it with one of the other liners benefit makes
Most Underrated: My Avon Black Kohl pencil.. it’s softer than my bad gal one but its so smooth to put on its amazing and it doesn’t tug on my eyeline because it’s not got a waterproof formulation!!!

Most Overrated: UD 24/7. You have to layer them about a million times to get them to show up, and it’s nearly impossible to use them on the waterline.
Most Underrated: L’oreal Lineur Intense (the ‘liquipencil’ carbon black one). Super black, smooth, creamy, blendable, stays on forever, only 8 bucks. I LOVE it.

Most overrated: another vote for UD 24/7. Yes, they come in a gorgeous assortment of colours but they smear on me like nobody’s business
Most underrated: GOSH (12 dollars CDN, which is pretty cheap) -they last, don’t smear and come in almost as many colours as UD’s 24/7; also Lise Watier (Canadian company) – she has several different types – “Eyeshine” and “Waterproof” both of which I’ve tried and both of which are fantastic. I do want to try Tarina Tarantino’s one of these days – I love her shadows and I’m sure I’ll love her liners too.

Overrated: Although they may be HG for many, UD 24/7 liners do absolutely nothing for me; I wish they did, as they come in so many fabulous colors, but they just slide right off. I don’t have oily lids, at all, so I don’t get it.

Underrated: Tarte pencils; I have only the ones that have come in palettes, but none have let me down. They also claim to be “cruelty-free” for those who might want to check them out.

Most Overrated: Stila Kajal Pencil. This was WAY over hyped in my opinion. It’s a good pencil, but not any different than any other soft/creamy, rich black pencil. I feel like these are being phased out; they used to have a lot more colors, but now there’s only 3 available on Sephora.
Most Underrated: Illamasqua Medium Pencil!! My favorite is Vow, which is excellent for the waterline if you like a pale yellow brightening pencil. The pencil can be sharpened to a very fine point, and the pencil itself is firm, but the product is easily transferred when warmed up. Also, unlike some pencil liners, this doesn’t cake/goop/ball up on me. I’ve also had no problems with it not lasting long on my waterline. They have a range of colors, not all are sold at Sephora, though. In addition, they are multi-purpose, and can be used on the face, eyes, and lips.

Overrated: I don’t really have an answer for this, I own products that have gotten a lot of hype and popularity and like them well enough, I can make them work for me and such and can’t say I dislike them.
Underrated: MAC Pearlglides – I find them to be very soft and easy to work with, and I really dig how they’re a pigmented glitter liner but the shimmer in them isn’t too ‘in your face” and doesn’t bother my waterline. I don’t really hear much talk about them, but they’re my favorite pencil liners :3

totally agree with you on the pearlglides! these babies are amazing and next paycheck i’m getting more! i only have three colors right now. best glitter liner hands down.

Most Overrated: UD 24/7. These don’t stay at all on my waterline, and the color payoff on the upper lashline (the only place I can get them to stay) is very mediocre. They are creamy and apply easily,  for the price, I don’t think they’re worth it.
Most Underrated: I feel like I don’t hear nearly enough about Chanel eyeliners as I should. I have about 6 (precision eye definer & waterproof), two of which I use almost every day. I think the precision eye definers (Le Crayon Yeux) are great in terms of color payoff, also the color selection Chanel has is great, they are easy to apply, and the staying power is good as well. The waterproof liners are the only liners I have ever used that actually stay on my waterline, and they have good color payoff. While the liners are a bit on the pricey side, I think they are totally worth it.

Overrated: another vote for UD 24/7!  they slide right off my oily eyelids, even with primer!
Underrated: essence long wear eye pencils – come in a pretty big color selecton and they LAST.  oh, and under $2!

Overrated: UD 24/7. For the price I just don’t think they’re worth it.
I don’t really have an “underrated” eyeliner, because my personal favorite are the Milani Liquif’eye and those are pretty well known and talked about.

Most overrated- UD 24/7 Liners. They are good but others just as good for cheaper.
Most underrated- Milani Liquifeye or NYX Slide on pencils(these really rival UD 24/7 for colors & wear even on the waterline)
I agree with you Christine on the Tarina Tarantino ones, I love 2 that I have too!!! But whenever I can find the cheaper ones I mentioned I grab them!!!!

I’m going with the crowd and say that UD 24/7 liners are overrated.  They had no staying power on me, and were difficult to sharpen without taking huge amounts off the pencil.
For underrated, I’ll go with Milani Liquif’eye Pencil Liners – great staying power and pigment, and really inexpensive.  I also like L’Oreal Voluminous Smoldering Eyeliner.

I echo the sentiments about the UD 24/7 liners–REALLY don’t get why they are so raved about.

The most under rated pencil eyeliners I’ve tried out are the Kat Von D Autograph pencil eyeliners. They’re really pigmented, go on smooth, and have awesome packaging (a sharpened built into the cap? Yes please!). The Autograph pencil is also the only one that has ever lasted on my waterline.

Most Overrated: I’d say MAC Feline Kohl Power.  It smears everywhere and never sets.  I mean I guess that’s the kind of pencil it’s meant to be but it’s just not practical for me as anything other than an eye base.  It doesn’t last on my waterline either.
Most Underrated:  Gosh there are tons.  My picks are probably Milani’s Liquifeye liners and the newer L’oreal Voluminous Smolder liner.  It stays on my oily water line.  Sephora has some nice pencils, too.

Overrated: UD 24/7. Depending on the shade, some lack pigmentation, and overall I don’t think they’re better than any other brand’s I’ve tried before. The black one smudges easily, which is really a pity… The only thing that draws me to them is the shade range.
Underrated: all the liners I bought from Kiko are exceptionnaly good, but they were LE. Bourjois has some very good pencil liners too, especially the duochromes and metallic ones.

Overrated: another vote for UD 24/7 the black is not pigmented and fades and smears all over my face. Disgusting.

Underrated: too faced perfect eyes waterproof eyeliner. The black was the most pigmented I could find at ulta and it wears very well. Milano liquifeye is very comparable and a fraction of the price.

I rarely wear traditional eye liner pencil and usually use eyeshadow as a liner or gel liner.  Pencils either become a giant mess in the crease of my eye or they tug too much on my eyelid to apply smoothly.  I cannot say that I know of a pencil that I will actually use anymore.  MUFE used to be on my radar screen, but as I age, I find it too rough to apply, but great on durability.

 @wwendalynne I’m starting to find myself sticking to liquid and gel liner, myself, though I’ll still use my pencil liners when I just want something on my lower lashline or waterline.  Pencil liners are frankly sort of a drag when you have deep set, hooded eyes – you just don’t have the space to maneuver well, and you wind up tugging everything out of sorts just to get a good line.

Overrated: MAC Technakohls. There a better twist up pencils.
Underrated: Too Faced’s Perfect Eyes pencils. Don’t hear much of these, and they have some pretty pigmented colours – peacock, black orchid.

Overrated: UD 24/7. What lured me in was the color range; UD always has amazing shades, so I felt like it was worth the $19 price tag. I like Ransom for the color but honestly, they are nothing special. Perversion smudges like crazy and Rockstar was just awful pigmentation. As @Lulle alluded, there’s a lot of inconsistency in this line. What makes me mad is that UD claims these are “forever lasting” when they most certainly are not! Once I finish the two I have left, I’m definitely not buying more.
Underrated: All of Chanel’s eyeliner offerings (Le Crayon Yeux, Stylo Yeux Waterproof, and Le Crayon Khol) and Wet n’ Wild Color Icon! These are the only pencil eyeliners I’ll purchase anymore.
Chanel’s waterproof and regular colors are just SO beautiful, and they glide on wonderfully. I adore Violet Smoke, Black Shimmer, Jade, Violine, Gris Scintillant, Rose Platine, and Khaki Platine. They’re very expensive ($28 – $30 a pencil!!!!), and I only splurge on one or two every year, as a treat. I think the price is probably why they don’t get as much buzz as Chanel’s other offerings. People seem more comfortable with spending a similar price on a lipstick or eye color than they are a pencil, which is understandable, considering that eyeliners don’t always last as long.
I also recently discovered WnW Color Icon and I’m really impressed! I have EXTREMELY sensitive eyes and skin, plus I wear contacts, so I was a little afraid at first. But I can wear this eyeliner all day with no problems whatsoever! For 97 cents at Target, you get a very long pencil of well-pigmented, easy to apply color. I’ve only tried Dark Brown and Amethyst, but so far I think they’re great for the upper lashline and waterline. Dark Brown didn’t fair so well on my lower waterline, but I usually have some trouble keeping color there anyway, so maybe it’s just me. I really like pulling these out for “regular” days when I don’t feel like busting out my super expensive makeup! Also, their color selection is pretty wide (I think they have 16 colors or so), which I love. I plan to pick up Turquoise, Taupe, Purple, Black Black, and Bronzed soon!  

Overrated : Mac feline eyelohl, only because I wish it wasn’t a kohl and smeared every where
Underrated : benefit bad gal waterproof or Lise watier!

Most overrated: UD 24/7. They’re very good, but from their reputation you’d think they’re miles ahead of everything else, and there are plenty of equally good ones out there.
Most underrated: WNW ColorIcon pencils. Those are as good as any other pencil (of the type that needs to be sharpened) out there, and they’re $1. The color range is pretty good, too.

MOST OVERRATED: the Urban Decay 24/7 pencils. it sucks on the waterline. they have amazing colors but you can get a Sephora brand pencil that is way better on the waterline that is only $8.
MOST UNDERRATED: i don’t really know any underrated ones but i know that there are really good ones out there that don’t get the attention they properly deserve.

Overrated:  I can’t speak for the long-term wear, but I have to admit I don’t get the big deal about UD’s 24/7 liners.  Every time i swatched them at the store, I’d find something comparable and usually for a lower price.
Underrated:  For as finicky as my eyes behave with liners on, I have to admit Tarina Tarantino’s line wear significantly better than most on me.

Overrated: NYX Slide on Glide on. I don’t have sensitive eyes and these burned me like crazy.
Underrated: Agree with Christine, Tarina Tarantino’s liners are great. MUFE’s are really nice too, and I don’t see them mentioned much either.

Overrated: UD 24/7. They may be creamy and smooth, but IMO, they suck in the waterline. Not to mention there are loads of other fab eyeliners out there.
Underrated: Prestige Total Intensity. Love them. Yeah, there are only eight colours, but most of us need only eight colours. Just as smooth as UD, but they hold up better on the waterline… and they’re only about $5.25.

I can’t speak for over rated pencil liners, but I think Avon’s Ultra Luxury eyeliners are severely underrated. I use mine every day, it applies smoothly and stays on my waterline for a good while, not all day, but close.

underrated: the new 24/7 in perversion $19 (a bit pricey), loreal hip cream eyeliner in black, ulta’s new gel eyeliner pencils on sale 2 for $6.00  until 6/23/2012 in black, omg they rock!!!  also sephora’s kohl waterproof eyeliner for $9

Most overrated: Mac Feline- beautiful deep black that smears all over the place!  Milani liquifeye liner in blue didn’t even last an hour on me! The sparkly  Tarina Tarantino liners smudge easily with too much glitter in them, not a fan.
Most Underrated: Estee Lauders 24hr double wear liners, go on smooth and last all day!  Urban decay’s 24/7 in demolition last all day! Love Mac Smolder 

Most overrated: L’Oreal Extra-Intense Liquid Pencil Eyeliner and Revlon Colorstay Eyeliner. The former smudges like mad while the latter hurts my eyelids whenever I line ’cause it’s so hard!
Most underrated: Sephora Retractable Waterproof Eyeliner. It’s cheaper than my previous HG, MAC Technakohl (just slightly, though)

Most overrated – MUFE waterproof – doesn’t last 2 seconds on my waterline
Most underrated- GA waterproof pencils – these are LE but they are FaBuLoUS!!

  » It’s not that they outperformed UD 24/7 Glide On Eye Pencil, MUFE Aqua Eyes or Milani Liquif Eye Metallic Eye Liner Pencil, but I think they all deserve to share the spotlight.

Overated: Urban Decay 24/7 – does not wear 24/7. Will run and smear on my lower lash line (colors are lovely though).

Underated: Revlon color stay eye liner .. works better than most high end brands.

Most overrated: Definitly the UD 24/7, they aren’t creamy at all in my opinion and they don’t work at all on your waterline. 
Most underrated: Avon Ultra Luxury Eyeliner (black). It’s super creamy and so black, have never had a problem with smearing or anything, although I do always set liner with black shadow.

Overrated:  Sephora Nano Liners.  I once read a review that said they were great.  I tried one and it was the worst pencil ever.  
Underrated:  I like L’oreal Infallible liner.  It’s retractable and can be sharpened to a finer point if needed.  It also comes with a silcone smudger for a smoky look.  Not bad for under $10.  

Overrated: Urban Decay 24/7. Really expensive and too soft so there is a lot of wastage when applying and sharpening – they have to be kept in a cool place otherwise they’re super squishy. Also their black (Zero) is just not that great.
Underrated: Gosh – same quality as the Urban Decay pencils but for about half the price, and a really nice range of colours too.

@Alison I completely ditto your response! Especially about the GOSH pencils – they are fab! If you’re UK based, Superdrug have 3 for 2 at the mo!!

 @megbkent    thanks for the heads up meg… I am UK based… is GOSH a normal line superdrug sell?? looking for some eyepencils to put in my make up bag which sits in my handbag which i will be taking with me overseas for 3 months… lovely coloured eyeliners/mascara so this is right up my street!!

@simone lymbery Yeah, GOSH has been in every superdrug I’ve been in! Their colour selection are amazing so they will defo be up your street 😛

 @megbkent  ah i don’t have nearly enough coloured eyeliners/mascara, as i am now being brave enough to wear coloured eyeshadows other than neutrals… i think its about time my coloured eyeliners/ mascara collection grew…

Overrated: I’ve used UD 24/7 for a long time (started in high school when I didn’t have a lot of experience, and have been using them since), and I don’t think I’ll be repurchasing once I’m done with my last pencil. 
Underrated: not sure about this one since I haven’t branched out ALL that much yet, but I’m love Bobbi Brown’s newest eyeliners. I know there were complaints about wasted product while sharpening, but it’s the only soft pencil I’ve used that actually stays in my waterline!
