Budget friendly/beginner friendly: CP Going Coconuts or one of their neutral Mega palettes that doesn’t have any pressed glitter shades.
Mid-level: For cool neutral lovers, Natasha Denona Glam Midi, for warm lovers, ND Bronze Midi, and for those a bit more adventurous, ABH Rose Metals palette.
For Luxury level: PML Mothership I (for cool-tone lovers) or II (for warmer), possibly Divine Rose 1.

For someone who loves neutrals, once upon a time, I would have gifted them Naked 1….but nowadays, I would find out if they preferred a more matte finish to their eyeshadows or shimmery. For my twin sister’s birthday, I gifted her the Clarin’s Brown quad – because she prefers mattes, soft satins and a sheerer finish.
If money was not an issue, I would give them ND’s Glam – a pefect range of neutrals that run from soft greys, cream – to pearl champagne shades and taupes.
