I have this, and mine is not powdery at all! It is just right. I even took a firmer brush with shorter hairs ( the ELF Angled Blush Brush) and swiped it across the pan, and there was no powdery fallout at all. The powder adhered well to the brush and to the cheeks. Temptalia and another reader said theirs was very powdery, while mine was just right, and another reader said hers was on the firmer side but still very workable. So I think there's a QC issue, with some batches being more powdery than others. I've tried so many contours and they all looked too warm, brown, or orange on me, but this color is so natural- looking because it mimics shadows. Just be careful not to put too much on, or it's going to look like dirt. I don't have Chanel Notorious (LE), but in looking at the swatches, this looks like a very close dupe. Since cool grey-toned contours are so rare, and this is only $15, it might be worth it to buy and if you get a bad batch, just return or exchange at Sephora. I bought a backup just in case they ever discontinue this shade, and the backup isn't powdery either.

I bought this before I knew Temptalia was going to review it, and I'm returning it. For $29, this is terrible, even with primer. It's sheer, patchy, and faded looking. And it's not much better over cream shadow either. The color is also more of a bluish-gray than a blue. I tried it with a slightly damp brush, and it deposited gobs of shadow on my lids, and lifted off some of the underlying shadow off. So disappointed, as I love their other color Nude 002 but this one is a bust
